I sent a quick email to Ms Aileen Apollo, country rep for google who promptly denied that the above was true and to which I quote : “Tsimis lang yan.”

I had my staff use http://adwords.google.com/select/KeywordToolExternal to estimate the average cost per click of selected keywords. I myself used my adwords accounts and used this https://adwords.google.com/select/main.
